1. Preach repentance and faith in the gospel.
  2. Baptize believers in water
  3. Pray with believers to be filled/baptized with the Holy Spirit
  4. Teach believers about the Bible, especially leaders: what it is, how you learn it, etc.
  5. Answer questions and concerns raised by the believers, especially leaders
  6. Recognize and empower ministries, especially apostles, prophets, and teachers
  7. Appoint elders — with prayer, fasting, and laying on of hands
  8. Leave and let elders decide best way to empower all believers
  9. Check up with the new church periodically
